When we talk about terrorism, we always have TERRORISM in capital letters; we think of the great attacks, of the murdered people. It is logical. It is not difficult for us to try to put ourselves in the place of these families who suffer great human losses, or even in the place of those people who, not having lost their lives in the terrorist attack, carry physical and psychological consequences as a result of it, which It leads to greatly hinder the development of daily life. We do not realize that terrorism develops in many other ways in its final objective of instilling fear in society as a method of imposing a certain vision of things. Over the years in the Basque Country, other forms of terrorism have been carried out that have not been publicized, that have not been discussed,

For many years there have been people in the Basque Country who, due to belonging to a certain political party, exercising a certain profession, or having certain political and / or social ideas (judges, security forces, politicians of any degree of commitment, journalists , participants in citizen movements, artists, teachers, etc.), have experienced a continuous situation of threats by the terrorist group ETA or its environment. It has been tried and is intended to discourage and provoke fear through graffiti, verbal threats, physical attacks, attacks on houses, burning of cars, etc. in most cases, even having to live permanently accompanied by escorts. It is about using advertising for persistent and systematic violent actions, in order to create a climate of threat and harassment that produces a feeling of continued fear and suffocation, which ultimately leads these victims to silence, submission or flight. In other words, to internal or external exile.

These other forms of exercising terrorism have not been taken into account over the years, no acknowledgments have been made in this regard, neither at the institutional level nor at the level of society in general, where even, on many occasions, he justifies these behaviors alluding that "they will have done something to deserve it". Throughout these years, the situation of continuous stress to which these people are subjected has hardly been considered or taken into account. They have not been recognized as victims, but they have also suffered numerous consequences derived from all this. This situation of continuous stress has undoubtedly reduced the different vital areas of these people (personal, work, social, family), even affecting all family members, and having repercussions, sometimes directly,

In our opinion, its institutional and social recognition is an inescapable and unavoidable duty of justice. Adequate attention to these citizens, involuntary victims of ETA's anachronistic terrorism, who, for reasons of office or for other reasons, have defended and defend the foundations of our current Democracy.
